Gustavo Menéndez, dirigente político, hoy ligado al Intendente Pro- Peronista Jesús Cariglino, que fue Directivo del Casino Central de Mar del Plata, ha sido citado a prestar declaración indagatoria en un proceso penal que se le sigue desde el 2007 por el delito de malversación de caudales públicos.En la Causa conocida como "Operación Mochila Verde" se imputa a Gustavo Menéndez sustraer $600.000.- del Casino Central. Para cubrir el faltante de dinero ante una auditoría, ordenó trasladar esa suma de manera irregular y sin ninguna documentación que lo respalde del Casino del Hotel Hermitage al Casino Central. Una vez superada la auditoría el dinero "prestado" volvió al Casino del Hotel Hermitage. Menéndez no sabía que todo fue registrado con detalle por las propias cámaras del Casino, lo cual dio inicio la causa. El traslado de la gran cantidad de billetes se realizó en horas de la noche, en forma subrepticia y justamente en una mochila verde que nada tenía de oficial.
